In preparation for the peace conference that was expected to follow World War I, in the spring of 1917 the British Foreign Office established a special section responsible for preparing background information for use by British delegates to the conference. Austria, Hungary, Foreign Policy of Austria-Hungary is Number 1 in a series of more than 160 studies produced by the section, most of which were published after the conclusion of the 1919 Paris Peace Conference. The book is in three parts. The first is an overview of the political history and social and political conditions in Austria. The second is an overview of the same topics for Hungary. The third part is a history of the foreign policy of the Habsburg Empire from the early 18th century to the eve of World War I. Topics addressed in this part include the traditional foreign policy objectives of the Habsburgs, the Napoleonic interlude and the Holy Alliance, the conflict with Prussia in Germany, Austria's ambitions in the east with regard to the Danube River and the Black Sea, and the occupation and annexation of the formerly Turkish territory of Bosnia and Herzegovina.
